The Bottom-up and Top-down assessment model is great. One of the crucial aspect that is required for these projects is on Sustainability. We have seen many projects in India who have delivered good results, but with the change of leadership the projects collapsed. Now when we are looking at Maturity then sustainability of the project should also be taken into account other-wise the project Maturity may give a wrong indication. Some of the indicators on sustainability could be policy interventions for GPR, dedicated PMU, PM approach adoption, Funding, etc.
