Terms of Reference

1. To study, evaluate and suggest standard data formats for generic data elements including person identification and codification of land region which cut across all domains, against the following objectives.

    a. Ensure complete interoperability.

    b. Avoid technology/vendor lock-in.

    c. Promote cost-effective solution.

    d. Consistency with National Policy on Open Standards for e-Governance.

2. To interact with other Expert committees to ensure synergy between the standards related to Metadata and data elements from the perspective of Interoperability requirements of e-Governance and National policy on open standards .

3. To interact, obtain feedback & resolve any conflicts between the concerned stakeholders including

    a. Product-Supplier (System-Implementers).

    b. Application-Developer.

    c. Representatives of User Departments.

4. Based on the above, the Committee shall recommend the best Open Standards formats for the data elements, which meet the requirement in e-Governance. If required, the Committee will develop suitable extension on top of the global standards to ensure interoperability from the Indian e-Governance context. If desirable, the Committee can interact with organizations involved in similar initiative elsewhere and submit recommendations to the Standard Bodies.

5. The committee shall identify suitable test suites for conformance testing of the implementations.

6. The committee shall present the interim recommendations within six months from the date of its constitution. The committee shall submit the final recommendations within 12 months of its constitution to e-Governance Standards Division of NIC.
