RAMEESH KAILASAM is the “Center Manager” at the Oracle HP e-Governance Center of Excellence at Gurgaon. Under the aegis of the center, he focuses on Administrative Reforms and e-governance issues in South Asia and South-East Asia. He also advises governments on e-governance strategies and has conducted workshops that enable government departments to create their own e-governance roadmaps. He has worked as Head of Finance in various corporates before working with AtosKPMG Consulting, UK and the Andhra Pradesh Government’s Centre for Good Governance under the Chief Minister’s Office for the Andhra Pradesh Governance Reform Programme. He was the Lead/supporting advisor in 15 Projects (4 DFID, 5 World Bank and 6 projects for State Government). He is known for his most successful Governance reform Project on the State Financial Accountability Assessment for Andhra Pradesh, widely appreciated by the World Bank and DFID. He has worked closely with the Finance Minister’s office in Andhra Pradesh for implementation of various financial reforms in the Government. He has also authored and published 12 papers and reports. His paper on Internal audit for Government Departments has been subscribed by the International Development Department (IDD) of the School of Public Policy at the University of Birmingham, and the Institute of Development Studies (IDS) at the University of Sussex at their Governance Resource Exchange website. He has extensive field and sector experience in Consulting, Finance, Health, Education, Agriculture, General Administration, e-Governance, Local Government and State Government reforms. Rameesh speaks English, Hindi, Bengali, Tamil and Telugu. He has obtained a graduate degree in Commerce from Osmania University, Hyderabad. He is also the holder of Associate Membership from the ICWA of India, Intermediate from ICAI and a Certificate from IIM Calcutta. He is also a visiting faculty at the IIM –Calcutta on Public Financial Management Reforms in Government. He was also a visiting faculty at ICFAI on INFORMATION TECHNOLOGY. |
